center stage in the homestretch of this qualm pain season for an oversight hearing led by congressman darrell issa, one of the obama administration's toughest critics. the last week before the vice presidential debate. plus capital control, the future of the senate could come down to just a handful of races, but, boy, are they different from state to state. today an exclusive, but the two guys driving their party's paths to power. good morning from washington, it's wednesday, october 1010/10/2012. >> last night senior state department officials gave their

fullest account yet on the athat killed ambassador chris stevens. the most important take away, there were no protests in front of the consulate before the attacks ever. directly contradicting the story given by susan rice three weeks ago. here's the timeline as we know it from the state department. at 8:30 p.m. local, the streets are calm as ambassador stevens says good night to a viz siing turkish diplomat. answer agent sees a large number of men flowing into the compound and immediately puts out on alarm. a security act hustles the

ambassador and others to a bunker inside the residence. the attackers then spray diesel newly igniting the building, trapping the men inside, unable to see or breathe through the heavy smoke. they now know that one security agent escapes through a window. later the american security detail finds the body of shaun smith who died of smoke inhalation, but is unable to locate ambassador stevens and in fact does not find him until his body turns up hours later in a hospital after the staff there dials numbers on ambassador stevens' cell phone to identify him. survivors escape in an armored vehicle through heavy fire. as night goes on, a team of re-enforcements from the tripoli embassy arrive at the annex the

survivors are evacuated on two charter flights over the next two hours. at today's hearings, led by house oversight committee darrell issa will testify that they asked for more security. two senior state house officials responsible for security worldwide are also scheduled to testify. the state accident denies that a security request was made and also now turns and says it was republicans' fault for budget cuts. points a july 22nd state department assessment which said, quote, the risk of u.s. mission personnel, private u.s. citizens and business persons encountering an itsolating even is high. and republicans are singling out

ambassador rice- >> what happened in benghazi was in fact initially a spontaneous reaction to what just transpired just hours before in cairo, almost a copycat of the demonstrations against our facility in cairo which were prompted of course by the video.

>> romney meanwhile seemed to lower debate expectations to a stunningly low bar for his running mate yet, take a listen. >> i don't know how paul will deal with this debate. obviously the vice president has done i don't know 15 or 20 debates during his lifetime, experienced debater, this may be his first debate. >> after the vice presidential debate, biden will be heading to the home state of none other than paul ryan, he'll be in la voss, wisconsin on friday. finally, our centerpiece topic of the day, with control the senate hanging in the balance, we have got a bumper crop of tight senate races. around after the senate races in the u.s. are expected to be won by three point ors less.

some outlier races and a handful of wild card races, swing state races think, virginia, wisconsin, nevada. these are senate races in presidential battlegrounds. in nevada gene eler is trying to distance himself from paul ryan's remarks. pa the outliers are four races with their own dynamics. there's north dakota, a must-win for the gop. connecticut, where linda mcmahon and chris murphy are locked in an increasingly nasty battle. of course there's massachusetts, where republican scott brown and elizabeth warren are locked into win of the tightest, highest profile races in the country. then there's the wild cards like

arizona, maine wrrks they could elect the state's first independent senator ever and of course there's missouri, featuring todd akin the senate candidate no one seemed to want until it became too late to get anyone else. all of these races with time and tempers seem to be running out. >> when senator brown talks here in massachusetts got how very bipartisan he is and how very independent he is, he's sure not saying the same thing wen he goes around raising money. >> i'm not a student in your classroom. please let me respond. >> she doesn't have a record to run on so all she can do is try to get the people of the state of wisconsin not the like me. >> you call that a conservative? the words have lost their meaning. >> the republicans gain control of the senate if they can get four seats, if romney wins the white house that number drops to three.

welcome both. i'm guessing this is the only time you put on suits now. does the winner of the presidential decide control of the state senate? there's no question that it impacts races. we have said from the beginning that we think senate races can stand on their own. >> if mitt romney wins the presidency, what chances do democrats have of retaining control of the united states? >> when you look at the battleground states that you listinged. after of those states are republican held seats. >> can you gain control if president obama wins re-election? >> sure, chuck and here's why, we're win right now in connecticut, we're winning in wisconsin. we got a little separation last

week or so. governor romney's strong performance, really the resurgence for the party so we feel like we have a great path to the majority with or without governor romney winning. >> let me start with a virginia. can george allen win without mitt romney carrying the state? >> obviously it would be easier if romney won the state. the problem that tim kaine has is that this is a guy supporting sequestration, which is devastating the state of virginia. supports the president's tax plan which is devastating to him in northern virginia. >> shelly berkeley in nevada, is there any chance that she wins a senate seat? >> three months ago democratings only had a 30,000 voter

registrati registration increasing the number of democrats. >> let's talk about these races where we in the media -- you guys are fighting in turf that you proerl didn't think dwrourp fighting. why is north dakota close. >> i think heidi is going everything she can do to prove she's not a democrat. she said she supports president kbaum's agenda. said the health care law she would save money in the health care law. recently it came out that she's been taking money from an anti-fracing -- the more people learn about heidi hyde camp, the less they like her. there was a lot to lenard about heidi, that's coming out now and it's -- >> let me just say one thing about north dakota, it's

debate strategy. >> but people are still frustrated about the economy, they want it fixed yesterday. so just show up with a sunny face and say i didn't say all that stuff the last two years. i don't have that tax plan i had for the last two years. you going to believe me or your lying eyes here, come on. >> former house speaker and illinois republican dennis hastert, who's a romney supporter. good morning. >> good morning. >> i want to ask about the comments that president clinton made moderate mitt do you believe that romney has tacked to the center over the last few weeks? >> i think he wants to be president of 100% of all of the people in the united states. he has to address concerns to more moderate people that he has that sensitivity. i think he proved that as

governor of massachusetts. >> do you think he had waited too long to do that? >> that's the way we have to go. and i looked at what he did in massachusetts. he went across the aisle, went with the legislature that was 87% democrat and got things done. and i think he has to prove that to the american people, i think if he's going to win, he's got the republicans. if he has to win the middle. and he has to go out and talk about how he can bring this country together and get things done. >> there wasn't lots of time to responder how you forged these

alliances. to lot the undermining of the administration which is kind of unthinkable given the times we were in. it was a time of national emergency but nonetheless, that's what we faceded. is that the way you saw it? >> i don't see that. republicans have to do what they plead philosophically, right, but republicans are ready and willing to work across the aisle. just look at bill clinton, the last two years of his administration, i figured we worked across the aisle and it's the same people that basically are there today. i mean john boehner worked with teddy kennedy to get the no child left behind, he's done that. >> step away at 30,000 feet. you think you only change the -- i feel like reagan and the democratic congress worked better in the second term, clinton and the republican congress worked better in the second term. is there truth to that? >> i don't know, we'll have to see. i think the american people have

to look and say, do we want four more years of the last four years? i think that's something that really has been there and it's been in tran sen dance to actually reach across the aisle, and if there was a true effort to do that, we would have more solutions. we're up to a fiscal cliff with a whole issue of economic issues that we have been pushed off and pushed off and pushed off. and the administration has not delved in to solve these problems. >> you had some advice for the romney campaign, five points, repeating a simple message that people can understand, you had an appeal to working class people, promised more effective cooperation and help the american people choose a vision that promotes opportunity over what you write as government-imposed equality. i want to focus in on ryan.

do you feel like the campaign has used ryan effectively? >> i've known paul for a long time. he's one of those fellows i kind of brought along the congress. he's smart, he understands the budget, he understands tax issues. and part of it is what he's been allowed to do. part of it is playing defense. and i think we'll see in this next election, this debate coming up tomorrow morning, i think you'll see a paul ryan who is able to handle those kinds of issues and needs to be able to enunciate. >> i get the sense that you they we haven't seen enough rye ran? >> former speaker dennis hastert. it's earnings season on wall street, investors are feeling a little bit jumpy. market rundown is next. plus blue democrats, will biden be able to turn the page for the

george w. bush's i haven't heard how his policies with iran are going to be different than george w. bush's. >> the notion that somehow because i'm a man i don't know what it's like to raise two kids alone, i don't know what it's like to have a child you're not sure is going to make it. i understand, i understand as well as with all due respect the governor of anybody else what it's like for those people sitting around that kitchen table. >> biden's wife and baby daughter were kimmed just weeks after he was elected to the united states senate. and biten writes about a debate in that first debate against caleb boggs. biden writings, i knew enough in 1972 to know that nobody would have wanted to see bogs embarrassed. he pretenned he didn't know the

answer either instead of ripping someone's head off with the facts. think cheney versus edwards, benson versus quail, paul ryan has defeated every opponent easily. 12 years later, his first national debate, so to speak, came against president obama at the house republican conference retreat in 2010. >> i serve as a ranking member of the budget committee. the spending bills that you have signed into law, the domestic discretionary spending has been increased by 84%. >> the obama campaign hopes he gets lost in the weeds and that biden can cut through the numbers and have a break through moment. >> and i was trying to get this discussion about entitlements in our debt crisis at an adult

guessing for fundraising purposes. >> i'm not chair of the dga anymore. that's governor o'malley. >> thank you very much. of course it is. my mistake on that. >> governor let me start with how good is this vice presidential debate to the obama campaign? >> i think it's an important debate to the campaign, it's an important debate to the country, and i think it's a great opportunity for vice president biden to support policy -- the real difference here is that vice president biden will support the policies that he has always supported and what we saw is that last week governor romney didn't and i'm looking forward to the vice president showing that. >> do you think the vice president has to be more aggressive than president obama was? >> i do. and the president has acknowledged that himself. but i think in the end, the opinions of the candidates are really cumulative, and fortunately so much of it comes down to the actual substance of

the ideas. >> if you were giving advice to vice president biden, what would concern you about paul ryan in a debate matching up with him? >> paul ryan certainly is a smart guy and i think the real question though for paul ryan is he going to deny some of the things in his budget, that governor romney has -- is he going to be more specific than governor romney wrz in terms of how they're actually going to pay for the tax cuts. and the vice president, he doesn't need advise from me, but he just needs to be himself. he is a son of the middle class, who understands the middle class issues extremely well. >> why do you think he has developed this reputation for, shall we say misspeaking. this is five years ago, before he was vice president, quoting from an editorial that called him a gaff machine. >> vice president biden is just a very real guy, he loves people

and he tells it like it is, and sometimes when you tell it like it is and you're not really carefully scripted, all of us say things. i can tell you though, that the real joe biden is extraordinarily grounded in what matters to real people. this is a guy who grew up, a son of a car salesman, you know, grew up in a near wilmington, delaware. a very hard worker, the people of delaware love him, they have seen him good and bad through thick and thin, through 36 years as our senator. to the more the people of -- >> is the vice president feeling the president that h he has to win this debate? >> i haven't talked to him about it and, look, certainly the stakes here are really high, there is no question about it. but that being said, you know, the vice president has the fortune of knowing exactly what

new jersey. >> we always wish we were in pennsylvania and michigan. >> a dull digit lead that some thought the president had in ohio is now inside the margin of error. yes, he's still ahead by most of the counts of private polling. but he can't afford another bad debate performance. >> i don't think anyone really believed that the president was going to win ohio. i think most people who follow this race know that it's going to be close. the president's still leading in ohio, the people in ohio know mitt romney. he's spent a lot of time there and he's closed the gap a little bit, but he hasn't led yet. >> what is the test? this is romney's best week, the first major bounce, he didn't get one after the nomination convention. if he's not leading in a state at the end of this week, is that a state he can't win? >> i think he's defining the

narrative this week. he said we're going to talk about foreign policy this week, i think he's controlling the debate. they're in reaction mode and he's very, very well positioned. >> i would like to see how enduring this bounce is, let's give it a week now and see if it's still there. he had a really great 90 minutes, i think it's surprising that the president could really lutz ground after just a 90-minute appearance. >> it shows he was not maybe as strong as -- things are closer than they appear. >> i want to see it after a little more time. >> mitt romney was asked about what programs he would cut during the debate. he could name obama care and pbs, pbs counts for less than .5%. he has not been forthright with america on what he's going to do. >> do you think it was to have a little fun with big bird, 24 or

let's bring back the panel. you are with an outside group. let's talk about how you are spending more money in the presidential race and senate race. >> up $7.4 million in presidential and $4 million in the senate now. >> not quite an even split there. where are you spending money in senate races? >> on the air in montana, north dakota, ohio, and virginia, i believe. >> are you a believer, like i am, that the super pac money makes a bilg bigger impact in senate and house races? >> i guess we will find out this year. obviously, given how much less money goes into each of these races, there is that potential. which, i guess, i'm surprised you wouldn't want to spend more since could you have an outside influence. >> doug, what has been your impression of how the outside groups have been interesting -- the house side, both veterans of the house side, house democrats are surprised it has not been more republican super pac money. >> obviously made a big difference in 2010. put races in pray that probably

wouldn't have been. but i think that, you know, one of the things about the senate map i'm surprised about is now you have indiana in play. now, you have a state like arizona that looks like it could be in play. >> for every indiana and arizona there is a a connecticut and -- it is interesting how the map -- >> i think ultimately connecticut will be fine for democrats. i don't think republicans were -- expecting to have to spend money in arizona, indiana, and certainly didn't want to spend money in missouri and not now. >> answer me this question. there has been some criticism, you probably saw tonight the roll call. where is crossroads in house races? what do you say to this? >> there's still time left. the house race generally break late. it is difficult to get handle. i'm not going to give away our strate strategy. why would i do that? >> it does seem with all the saturation that's going on, you know, it is hard to buy ad time in a presidential, is it not? >> if you are laying down money the first time, yes, it is very, very expense. >> shameless plugs.
